Office of the Engineer-in-Chief (Civil) :-

This is the Head of Department office and functioning under Government of Odisha, Works Department. There are sixteen Circles (Thirteen Civil, one P.H., one Electrical and one Mechanical) after restructuring of the organizational structure. There are 56 Civil Divisions, 3 G.P.H. Division, 4 General Electrical Divisions and 4 Mechanical Divisions are there, beside these Sub-Divisional Offices and Section Offices are there under each division.

The Engineer-in-Chief (Civil) is the head of the Organization. Three Chief Engineers designated as Chief Engineer, (DPI & Roads), Chief Engineer (Buildings) and Chief Engineer (World Bank) are functioning under the Office along with Chief Manager (Technical) and Chief Engineer (Design).

This Organization is mainly looking after the construction and maintenance works of P.W.D. Roads, Buildings and Bridges etc. There is also a RDQP Cell functioning under this office. The RDQP Cell is mainly looking after the Research Development and Quality Control works of the (R&B) Wing.

This office is also issuing contract license and also empanelling the names of the diploma engineers of all discipline for providing jobs to the unemployed diploma engineers.

Design Planning and Investigation & Roads Wing:-

The Design and Planning wing is basically involved as a separate Design, Planning and Investigation wing in the Odisha Works Department. It is headed by the Chief Engineer, Design Planning and Investigation and Road (C.E (DPI & R)) which is having a reporting responsibility to the E.I.C-cum-Secretary 1.

This wing is responsible for the preparation of Annual Budget for various schemes under his power as well as final year budget plannings.

It is responsible for improvement and maintenance of SH's, MDR's and ODR's for a length of 15000km approximately.

It is also responsible for implementation of centrally funded schemes like LWE and V.R corridor and ISC.
