Odisha State Road Project (O.S.R.P) is a World Bank Funded Project implemented by Works Department (OWD) of GOO. The Project Development Objective (PDO) is to remove transport bottlenecks in targeted transport corridors for greater investment and economic and social development activities in the State of Odisha.The Project Management Unit (PMU), headed by Chief Engineer(WBP) is located at Nirman Soudh , Unit - 5, Bhubaneswar . Under CE (WBP), there are 7 Executive Engineers , 1 Deputy Commissioner, 1 Financial Advisor and 1 Sr. DAO,1 Divisional Forest Officer. All have been assigned with their respective works, which can be discussed as follows:
The Chief Engineer (WBP) is the Project Director of the project.
The EE-I deals with 1. Assisting the Chief Engineer for monitoring the Technical matters of the Project, 2. Engineer's Representative for Engineering Issues & Coordination of Berhampur - Taptapani - OSRP - CW - ICB - Y1-P03, contract management and all other issues related to the Package,3. Procurement of Civil Works, Supervision Consultants, ISAP
The EE-II deals with 1. GAAP, Right to Information and Complaint Handling 2.Training 3. Preconstruction activity of Jagatpur-Chandbali comprising LA, Utility Relocation and inter-departmental coordination 4. R&R activities of OSRP with the assistance of NGOs.
The EE-III deals with 1. Asset Management, 2. Project Roads under PPP, 3. ISAP
The EE-IV deals with 1. Drawing & Disbursing of Funds allocated to PMU.
The EE-V, EE-VI, EE-VII deal with ISAP Activities
In addition, EE-V is also in charge of S.E. IS Cell.
In addition to the above, three more Executive Engineers have been assigned the following assignments.
One Executive Engineer deals with detail engineering issues of Chandbali - Bhadrak - Anandpur (P02) including LA, R&R, utility removal, Tree cutting, contract management and all other issues related to the Package (acting as Engineer's Representative for the package P02).
Another Executive Engineer deals with detail engineering issues of Bhawanipatna - Khariar (P01) including LA, R&R, utility removal, Tree cutting, contract management and all other issues related to the Package (acting as Engineer's Representative for the package P01).
Another Executive Engineer deals with the IT-ICT-MIS component of ISAP.
The Deputy Commissioner deals with 1.Land Acquisition, R & R Activities for all roads under OSRP & PPP, 2.Administrative measures with sanction of increment, engagement of Human Resources.
The Financial Advisor (FA) deals with 1. Monitoring of all Financial Matters and Payment of Bills including reimbursement claims & financial management, 2. Liasoning with AG and Govt. relating to financial matters & Audit.
The Sr. DAO deals with 1. Audit, 2. Reimbursement of expenditure, 3. Financial Management, 4. Legal Aspects of Contracts.
The Divisional Forest Officer, PMU deals with Environmental Management aspect of the projects under OSRP.
