The Architect wing is under the administrative control of Works Department and is working as an independent Heads of the Department under the name and style of Office of the Chief Architect, Odisha. It prepares Architectural project drawings for Works and other Departments of Government of Odisha. Its responsible for all round development of Architectural matters of the State of Odisha. It headed by Chief Architect, Odisha.
The Architect wing was set up in the year 1945 for designing and planning of the Government Buildings in urban areas and particularly for the New Capital city of Bhubaneswar. For a pretty long time, it was attached to the office of the Chief Engineer (R&B), Odisha under the Administrative control of Works Department. Recognizing the importance of Planning, Architectural Designing and developments in management of building projects, the Government of Odisha created a new Heads of the Department i.e. Office of the Chief Architect, Odisha vide General Administration Department Order No.18183 dated 22.10.1986 conferring full administrative and financial power on the Chief Architect, Odisha as Heads of the Department under rule -20 of the Odisha Service Code. This office is functioning as an independent Heads of the Department since October 1986 after duly being bifurcated from the Office of the Chief Engineer (R&B), Odisha as per Works Department Order no. 32135 dated 12.11.1986.
This is the only Government Architectural Organization for the entire State which is exists for more than seventy five years with a handful of Architects and supporting architectural staff. Even though very less in manpower, it was instrumental in creating a beautiful capital city of Bhubaneswar with monumental structures in State Capital as well as throughout the State. Small and big structures of various Departments, Layouts and Buildings of Universities are planned and designed by this Architectural Organization in detail before execution of the same by Works Department. Multistoried Buildings and large important structures which may influence the skylines of the cities is also verified, scrutinized and suggestions given as and when required. All the drawings of Buildings designed by this office till date are preserved properly with a lot of care.
Major contribution of this office to the State are in the form of State Secretariat, State Assembly, Raj Bhawan, High Court, various District Courts, Collectorates, Medical Colleges, District level Hospitals, Buildings of Health Department, Judicial Buildings, Universities, Educational institutions, Outdoor and Indoor Stadiums, Sports Complexes, Jails, Police Stations, Office Buildings of various Departments, Residential Quarters throughout the state etc. Besides the Buildings, Architectural wing has provided landscape layouts, interior designs and assisted in conservation work of various Heritage Structures.
Architect Wing provides layout plan, detail architectural drawings, construction working drawings, landscape and interior designs of various projects on getting detailed site information and project requirements from the concerned Department / Executive Engineers (R&B) wing. Site selection and Architectural supervision is also carried out by this wing for ensuring the Buildings are executed as per the Architectural designs.
